Paint.net
Back in my working days as a web content administrator, I used the program Photoshop every single day. And it had so much more functionality than I ever discovered. It is the gold standard in photo manipulation. All good designers use it. But it is quite pricey. Too high for my stay-at-home budget. But I still need to crop, cut, layer and basically tweek photos every once in a while. So I did what every human on the web does and "googled" for something similar. This is how I stumbled across paint.net. It's a FREE download and looks and acts a lot like Photoshop (a basic one, but still...). It's perfect for my needs. You can find it at http://www.getpaint.net/. Or just "google" it. ;)
